Do you mean to apply for visa for your friends of Iraq from the China Embassy in Lebanon? I think it is hard if your Iraqi friends don't have residence permit of Lebanon.  Considering your situation, I advise you contact the Visa Office of China Embassy in Lebanon directly to get some practical tips by Tel: Tel: 00961-1-850315-01 or 00961-1-850316.
