It takes 4 working days to do the single certificate authenticated by China embassy in Cambodia. You can't do the single certificate authenticated by Cambodian embassy in China.

If the Legal and Consular Department of the Ministry of Foreign Affairs and International Cooperation really deosn't make authentication for Cambodian people who want to marry with foreigner. You have to make marriage registration in Cambodia.

Chinese citizen should request marriage applications from the Legal and Consular Department of the Ministry of Foreign Affairs and International Cooperation (MFA) of the Kingdom of Cambodia, located at 3 Samdech Hun Sen Street, Sangkat Tonle Basac, Khan Chamkamorn, Phnom Penh. The application form lists seven supporting documents that must be provided by foreigners and attached to the application. The application also says that foreigners must legalize five of these documents at their respective embassies.

Single Status Certificate
certificate of no criminal conviction
Employment and Earning Certificate
Physical examination report issued by a medical center accepted by Cambodian government
Chinese passport and Cambodia visa
besides the physical examination report, other documents must be authenticated by Chinese embassy in Cambodia

It's hard to say, since I heard that the Chinese family registration card is not required when register a marriage oversea. If your husband's marital status in China isn't changed, it will be legal for him to marry in China again. I advise you consult the Chinese embassy in Cambodia about this.

After you have the certificate certified by your Ministry of Foreign Affairs, you still need to have it authenticated by Chinese embassy. Then you need to have it translated into Chinese verstions upon arrival. This isn't over. You need to have the Chinese versions notarized by local notary office.

Then you bring your passport with valid visa page and the above-mentioned documents to register your marriage at local Civil Affairs Bureau. Your Chinese partner should bring Chinese ID card and household registration book.
