Can I enter China with an Visa from Thai embassy from Dubai?

I like to apply for an Visa to China in Bangkok but I need to go to Dubai first. I can´t apply for the Visa there because of time reasons. So, is it possible to get my Visa in Bankok but travelling from an other Coutntry?
