About:Chinese Embassies and Consulates

Applying for a Z Visa. Can I apply in Cebu consulate? I got my passport from Cagayan de Oro City.

Yes, you can apply Z visa in Cebu consulate, City of Cagayan de Oro, the provincial capital city of the province of Misamis Oriental, is under the consular districts of China consulate in Cebu.
