How long will you stay in China? If less than 15 days and for minor business purposes provided you enter through nominated international ports, then no visa will be needed.

Besides the HR letter stating for your assignment in Shanghai, you also need to provide the following documents:
1. Your Singaporean passport with at least 9 months validity and 2 blank visa pages
2. fill in visa application form V.2011A and supplementary visa application form V.2011B
3. one recent passport photo
4. the PNG residence permit or work permit (original and copy)

The F visa only permits you to stay in China for 6 months at most, if you will stay in Shanghai for 3 years, please apply for a work visa (Z visa) and change it into a residence permit.
