Need a Visa for US Citizen living in Nikolaev Ukraine

I am a US citizen and have been in Ukraine since last April. How should I make application for a Visa to China.
Previously I had a visa to China that was processed via a Houston Texas office in the US while I lived in Oklahoma. That was an "L" visa giving 60 days stay with multiple entries. This was back in September 22, 2009 - September 2010. I made to trips of about 2 to 3 weeks each time.
How should I go about getting a new and valid visa now? Via the Chinese Embassy in Kiev Ukraine?
Who should I contact specifically? What are my options, costs associated with each choice and turn-around time frame? Thank you for you help and if nothing more, please direct me to the person who can assist me best.
Have a wonderful day!
Sincerely
Steve Mandrino

You need to apply for a new China visa at China Consulate in Odessa because Nikolayev is under its consular districts. You can go to the consular office of the consulate in Odessa directly to submit visa application, no appointment is required, the application by post is not accepted. If you can't come to Odessa in person, you have to entrust someone else to submit application on your behalf. It takes 1 week for processing.
