Just read this...which I think answers the question :(

Supplemental : It became known that, from July 1, 2010, any non-Korean applying for a Chinese visa to the Chinese consulate in Korea (through an agency, of course) must submit one's Alien Registration Card (ARC) which is valid for more than 6 months at the time of application. This is an additional requirement, aside from one's passport being valid for more than 6 months.
The ARC requirement is exempted only if you have entered China before at least once within the past 2 years, which can be verified by the entry stamp(s) on your passport.
This measure automatically and systemically prevents most short-term visitors and travelers in South Korea from 'moving onto' neighboring China, unless they had planned such an itinerary well in advance and acquired appropriate Chinese visa before coming to Korea.
