If am a filipino tourist here in hongkong and planning to go to shanghai for a business trip

My question is this: even if i am tourist here in hongkong from the philippines is it possible to get a chinese business visa here going to shanghai here in hongkong or is it better to go back to the philippines and apply a chinese business visa in manila going to shanghai? What are the things that i need to consider?
