My question is this: even if i am tourist here in hongkong from the philippines is it possible to get a chinese business visa here going to shanghai here in hongkong or is it better to go back to the philippines and apply a chinese business visa in manila going to shanghai? What are the things that i need to consider?

It is impossible for you to get a Chinese business visa in Hong Kong because you are a tourist in Hong Kong and you are from Philippines. The visa rule for Filipino applicants is very strict. It is better to go back to the Philippines and apply a Chinese business visa in Manila for going to Shanghai.
