Florida is under the consular jurisdiction of China consulate in Houston, you need to apply visa through this consulate, your brother in Washington D.C can't apply visa for you at China embassy in Washington. If you cannot come in person, you may entrust someone else or a travel/visa agent to drop off your application at the visa office of the China Consulate in Houston.

The application by post is not accepted by China Consulate in Houston, there are two methods of application:
1. you submit application to the consulate in Houston in person
2. If you cannot come in person, you may entrust someone else or a travel/visa agent to drop off your application at the visa office of the consulate.
