$6,000 scheme and the Hong Kong smart ID card

I am a canadian citizen with a old Hong kong ID card . How can I apply for the smart ID card here and get the $6,000. I know there is the Mar 31 2012 deadline. Could I submity application here and go in person later in 2012 to pick up?

If you only apply for Hong Kong Smart ID card, China embassy/consulate in Canada doesn't accept the application, you have to return to Hong Kong to apply for the Hong Kong Smart ID card. If you apply for Hong Kong SAR passport and Hong Kong Smart ID Card together, the China embassy/consulate in Canada accepts your application. Once you get the new Hong Kong Permanent Identity Card (HKPIC), you can apply for Scheme $6,000.

Under “Scheme $6,000”, a sum of HK$6,000 will be given to each holder of a valid Hong Kong Permanent Identity Card (HKPIC) aged 18 or above, so as to leave wealth with the people.

The eligibility date for “Scheme $6,000” is 31 March 2012. Anyone who is aged 18 or above and holds a valid HKPIC on that date meets the eligibility criteria of the Scheme.

Depending on their individual circumstances, eligible persons may register for the Scheme through banks or the Hongkong Post from 28 August 2011 to 31 December 2012. Registrants confirmed to have met the eligibility criteria will receive payment.

Hi, Alex,Thanks for your help. Do you know if a Canadian citizen with an old HK ID card is eligible for the HK SAR passport? How much is the application fee? Is it worth applying the passport and the smart ID in Toronto now in order to get the $6,000. I will be in HK in Aug. I called the China embassy, all I got was automated answering which does not have that category.

A Canadian citizen with an old HK ID card is eligible for applying the HK SAR passport. The application fee includes two parts if you apply HKSAR passport in Toronto: the fee to pay to China consulate in Toronto, the fee to pay to Hong Kong government. You don't need to pay for the Hong Kong Permanent Identity Card (HKPIC) application.

The following application fee for the HKSAR Passport is payable at the time of application. Yet the collection of a fee does not constitute any assurance that the passport applied for will be issued.

Passport fee of Hong Kong Government:
•32 pages – HK$370 (or US$48)
•48 pages – HK$460 (or US$59)

Applicants outside Hong Kong are required to pay the following additional charge for the delivery of the passport:

Delivery by double registered air mail
•HK$43 (or US$6)

Delivery by express despatch service
•North America and Europe – HK$180 (or US$23.50)

Bank handling charge (If the cheque or bank draft is not drawn on a bank in the HKSAR or not in HKSAR currency)
•HK$100 (or US$13)

Besides the above fee, you also need to pay CA$ 75 for the China Consulate in Toronto.

If you go to Hong Kong in August, you do apply for it directly through the Immigration Department of Hong Kong Government.

1)Thank you so much Alex. So if I apply for the HKSAR passport and the HK smart ID card thru the Chinese Embassy in Toronto before the MARCH 31 eligibility deadline, I will be eligible for the $6,000 scheme. Right? I will just need to open the relevant bank account. How do I pick up the smart ID once isssued, in Toronto or HK? I mainly will travel in August, I may not go to HK if there is no need.2) If I use my Canadian passport, I need a China Visa, which, I suppose, I could apply together with the passport and ID card applicaton. Right ?

Yes, you will be eligible for the $6,000 scheme if you can get a valid Hong Kong Permanent Identity Card (HKPIC) before 31 March 2012. You can pick up the card in Toronto. You can't apply for Chinese tourist L so early, a single entry is only valid for 3 months, if you apply visa together with the HK passport and ID card applicaton, your application will expire before you travel in August, please apply for it in early July for the trip in August.
