Can my wife apply for the HKPIC (Hong Kong Permanent ID card)?

Hi, I currently have a HKSAR Passport & Hong Kong Permanent ID Card.

I want to know if I can apply for my wife to get the HKPIC (Hong Kong Permanent ID card)? She was borned in China & is a citizen of the United States.

If your wife was not borned in Hong Kong, she can't apply for HKPIC (Hong Kong Permanent ID card)
