Affidavit of Marriage Eligibility

Dear Sirs,

In late February I am going to Liuzhou to marry my fiance, who is a Chinese citizen. I understand that I must present an Affidavit of Marriage Eligibility ("proof of single" document) to the Chinese authorities in Liuzhou. I emailed the U.S. Consulate in Guangzhou and the Chinese Consulate in Washington, D.C. to ask if I could obtain this certificate before I leave for China. The U.S. Consulate in Guangzhou emailed me and said that I could have the certificate notarized here by any notary, but that the certificate would have to be certified by the Chinese Consulate in the U.S.

I live in Nebraska. The Chinese Consulate in Washington, D.C. has jurisdiction over these affairs in my state. But Washington is so far away from Nebraska! Can you tell me if I must personally appear at the Chinese consulate to have the certificate certified or can this be done by mail? If I must personally appear, could I apply at the Chinese consulate in Chicago? This is much closer than Washington, D.C.

I attempted to send this note to the other email address, mfa.gov.cn|chinaconsul_chi_us, but it was returned and said there was an error in the address. This is why I am sending the inquiry to your email.

I would very much like to get the certificate before I leave for China. Thank you very much for your assistance.

Phillip Starr, the whole procedures for authenticating your Affidavit of Marriage Eligibility are:
1. you can make Affidavit of Marriage Eligibility by an notary in China (Guangzhou or Liuzhou)
2. make this document to be authenticated by Nebraska Secretary of State

3. at last make this document to be authenticated by China embassy in Washongton D.C.

I'm afraid that you have to go to USA to make it even though I know Chinese Embassy in Washongton D.C. accepts mail applications for document authentication.
1. Mail authentication application should be sent to the Visa Office of the Washonton Embassy.
2. Write down big letters "Authentication Application" on the up-right corner of your envelope, so the staff of embassy can easily sort out the mails and avoid any delaying.

•Requirement for Return Envelop
A self-addressed pre-paid return envelop with sufficient postage must be included.
The following return envelops with tracking number/bar code are acceptable: Fedex, Express Mail, etc.
Meter stamped envelops, and certified or registered return mails are not acceptable.
The applicant shall fill in his/her name and address as the SENDER on the return envelop instead of the Chinese Embassy.

I don't think the embassy will mail the document to Liuzhou, China, so you have to return to Nebraska to make it.

The processing time is 7 business days. No rush service is available.

•In addition to the application fee, a $5 handling fee per envelope shall be charged.
•Please pay all fees incurred in mail applications (including walk-in mail-back applications) only by Money Order, Cashier's Check, or Company Check.
•Personal checks, cash or credit card are not acceptable.
•Please make the check or money order payable to Chinese Embassy.
•All payments may be written in one check or money order.
