American wanting to go to Beijing

So I just read that I cannot get a visa though the consulate for a multiple entry visa for China. Is this correct? I have an ARC and all my documents, but do I have to go through a travel agency? and if so, did I read correctly that they shouldn't charge more than 20,000W?
