i'm uk citizen, currently tourist here in ch. can i complete my z-visa appl.

Question

I am already in possession of my Letter of Invitation and Working permit. I am currently not a holder of a residence or work permit for Switzerland, although my mother and brother are both resident here. I am contracted to start work in Beijing on January 30 and would like to get the visa processed while I am still here in Switzerland.

You can try to apply for China work visa at China consulate in Zurich, but maybe your application will be denied because you are just a tourist in Switzerland. You can try to submit the Swiss residence permit of your mother and brother and the relationship certificate, they are helpful for your application.
