About:Chinese Consulate in Toronto

Do I go to the Chinese consulate (Toronto) to apply for HK passport/ID card ?

Can I go to the Visa Application Service Center ( opened recently ) instead ?

You have to go to Chinese consulate in Toronto to apply for HK passport and HK ID card. The visa application service center in Toronto only accepts China visa application from ordinary passport holders.
