Document for no-criminal background, where to obtain it?

hi good afternoon, my brother is a filipino and had been married to a chinese for 6 yrs already. he is applying for chinese citizenship since his wife don't like to relocate in the philippines.. he is required to submit a document that states he is not criminal in the philippines..so my question is, is this document will be secured at NBI Philippines or from his municipality?pls i need an answer..thank..
