Yes, Indian need a visa for China, they can't get a visa on arrival if they visit many cities. If they only visit Shenzhen for 5 days at most, it is possible for them to get a visa on arrival. It is also possible for them to get a 30 days visa on arrival if they only visit Hainan for 30 days at most. There are many conditions for visa on arrival application.

You can apply for a China visa (like tourist / visit / business type) through China Consulate in Dubai because you work and reside in Dubai. Applicants are usually required to be present in the visa office. If an applicant cannot come in person, he/she may entrust a relative, friend, or travel/visa agent to come and submit the application on his/her behalf. No appointment is necessary for visa applications. The Consulate does not accept visa applications by mail.
