About:Chinese Embassies and Consulates

I am a Filipino, and currently holding F visa, is it possible to process in Hongkong for Z?

One usually cannot obtain a China Z in a third country or region. But if he/she holds the resident card of that country/region, they can apply for China Z visa there.
