Where must I apply for a permanent residence visa ? My Chinese Wife and I will have been married for 10 years next year, for the last 7 years we have been resident in and I have been employed in Shanghai.My Wife's Hukou is in Chongqing, where she and my Family are presently based due to our childrens' school requirements, all of my temporary residence visas have been granted in Shanghai can I now apply for a permanent residence in Shanghai ?

Informed by other applicants, you should go to Chongqing to apply for the premanent resident visa. And the processing time is as long as 6 months. You should be patient. BTW, even if you meet all the requirements for a Permanent Residence for Spouse Reunion, there is a possibility of refusal.
