Can I get a Chinese Work Visa without returning to Ireland

I am currently in China for the last 2 months and I will need a working visa however my future employer mentioned I need to return to Ireland to get a working visa. I hear this is not usually the case. Have the rules changed?

One cannot obtain a China work visa within China. This is the rule.
However, I know some visa agencies can change one's current visa into a work visa within China. But this may cause some trouble in the future. I know one who did this. But when he applied for the work visa in his own country for the 2nd time, he was refused without any reason.
