does a person with a Z visa need an exit visa to leave china?

my sister has been teaching there for two months, she has a foreign expert certificate which her boss won't give to her. we just want her to come back home...does she need an exit visa?

Your sister holds a Z visa to enter China and teach there for two months, in principal, Z visa holders should go through the procedures for obtaining the Residence Permit for aliens in local public security bureau within 30 days of entry, to avoid illegal stay. Once she obtained the Residence Permit for Aiens, it can be used as a multiple entry visa, she doesn't need an exit visa to leave China and a visa to enter China.

If she doesn't obtain the Residence Permit for Aiens, she can leave China without an exit visa, but she can't return to China because her Z visa has expired.
