I'm a venezuelan citizen, if I travel to Hong kong then to Jiangsu, can I apply for a visa in Hong Kong prior to travelling to Jiangsu or do I have to apply for this visa in Venezuela? I ask because at this moment I'm in Dubai and to apply for the visa in Dubai, I need a resident visa from this country. I plan to travel from Dubai to Hong Kong.
