WHAT WOULD BE THE FINES AND PENALTY FOR OVERSTAYING 3 DAYS ON A 30 DAYS VISA?

Hello! I have a U.S passport and have a 30 days visiting tourist visa for China. I have been here for 28 days and lost my wallet two days ago. My relative is sending me money in 3 days through Western Union on Monday to pay my outstanding bills here as well as getting the airticket for me to leave China. By the time I get all these things done, I would have overstayed for 3 days in China. Would it hurt my chance of getting visa back to China in 3 months from now even if I would to pay all the fines and penalty when I leave here.

Yes, it will definitely have a bad influence for your future visa application in even next 3-5 years. I recommend you go to the local PSB right now to extend your current visa even if you'll not stay that long in China. Also, visa extension will definitely cost you less than the fine for overstay.
