hi i have applied for chinese z visa last october 2011.

i was told that my visa was denied but when i asked them what's the reason the consular office in manila did not tell me anything, is it possible that i was denied because pangasinan is not under consular district of manila embassy? if i will re-aaply in laoag ilocos consular w/c pangasinan is under their district is there a possibilty my visa will be approved? what will i placed in the application form where it say's there if "i was denied china visa already" do i need to say yes or no, if i said no can they trace that i was denied in manila consular office? if you have same situation before please help to answer my problem right now.
