Bali Province is under the consular districts of Chinese Consulate in Surabaya, you should go to Surabaya to apply for China visa. Since the operation of Chinese Visa Application Service Center ()CVASC in Surabaya, China consulate doesn't accept China visa application from ordinary passport holders, you should submit application to the center in Surabaya.

CVASC has no involvement in the visa assessment and decision-making process. Whether a visa is to be issued or not to be issued, and what type of visa to be issued as well as its period of validity, number of entry and duration of stay shall be decided by the Chinese Consulate in the light of China's relevant laws and regulations.

CVASC just receives visa applications of ordinary passport holders for visiting mainland China, collecting visa fees on behalf of the consulate and returning processed visa applications.
