China visa application for an American boss

My American boss living in Tokyo is renewing his China visa. I am his assistant and I am likely to be asked to go apply and pickup for him. Is this possible? Do I need an authorization letter from my boss? FYI, I am a Japanese national.
Also, I read somewhere that from this year all visa applications havae to go through travel agencies. Is this true?

Yes, you can submit visa application and pick up his passport on his behalf, you don't need an authorization letter from your boss. It is not true that all visa applications have to go through travel agencies.
