What fitness level is necessary to climb this area? What kind of elevation change is there from bottom to top? About how long should it take to climb? Thank you

The elevation of the tallest peak is 1860 meters. So the elevation change here is not a problem here. As to the fitness problem, it depends. If you do not feel confident, there are cable cars. The scaling ladder has much more than 100 steps, perhaps you mean the steepest part, called the Crucian's Back? It is in Tiandu Peak. It takes 3 hours's climbing or so from Ci Guang Ge to Tiandu Scaling Ladder.
