You can't apply China visa through China embassy in Singapore. Please apply it through China embassy or consulate in Malaysia because you stay in Malaysia for 10 years rather than Singapore. There is China visa application service center in Kuala Lumpur. If you live in Sarawak, Sabah or Labuan, you can submit application directly to China consulate in Kuching, if you live in other parts, you have to submit application to the China visa application service center in Kuala Lumpur rather than China embassy in KL. The center is responsible for receiving visa applications of ordinary passport holders for visiting mainland China, collects visa fees on behalf of the embassy and returning processed visa applications.
