Taiwan passport holders with US resident permit applying for Hong Kong visa

I have a US Permanent residence card but I am still carrying a Taiwan passport since I would be eligible for US citizenship by 2012. Do I still need a visa to enter HongKong. Also, I am leaving for Phiippines next tuesday, can I apply visa there? how long is the process? Thanks

Yes, you need to apply for a Hong Kong entry permit to travel there. It normally takes 4 weeks to process an overseas Hong Kong entry permit application. You cannot apply for it in Phiippines since you don't have its resident permit. FYI: http://www.immd.gov.hk/ehtml/hkvisas_7.htm#9
