More precisely applying for a tourist visa single 30 days. (Crossing into China from Hong Kong)Are any additional documents or forms needed to be filled out?

The processing time is same, but you need to provide the Dutch resident permit or Dutch visa. you also need to fill the Supplementary Visa Application Form V.2011B besides the visa application form V.2011A.
