Should I apply for China visa in Shanghai or Jakarta?

Hi. My husband is American and working in China. I want to apply for a visa to live in China with him. Someone told him that I should go to Shanghai on a tourist visa and then apply from there for a 1 year visa. Is that correct or should I apply for the dependent spouse visa in Jakarta?
