If you have a document that entitles you to reside for an extended period of time in Singapore like the SPR, WP, EP, STP, DP, you can apply for China visa there in singapore. If you don't have the document, the chance to get the visa is very slim.

You should apply for the visa in CVASC (Address: 22 Malacca Street, #09-00 Royal Brothers Building, Singapore). The basic requiremetns include passport, visa application form V2011A and V2011B, passport photo, round-trip air ticket and hotel reservation.
