About:Chinese Embassy in U.S.A.

Should I apply for a visa before I finalize my travel & hotel reservations?

I have not settle my itinerary, but I do have a fairly firm plan on the dates to visit China.

It seems hotel reservation, itinerary planning and air ticket are not required by the embassy of China in American for applying the China tourist visa.
However, you are recommended to apply for the visa 1 or 2 months (at least 2 weeks) before your entering date, for the single-entry or double-entry visa is usually valid for three months starting the issuing date.
