I`M A VENEZUELAN CITIZEN, CAN I APPLY FOR THE CHINESE VISA IN NEW YORK?

Only China tourist visa is allowed to be applied in a third country. But nobody can guarantee you'll definitely get it.
However, if you have an American resident permit, you can apply for the other types of China visas in the States.
