You can hold a Business Visa to enter China and then apply for a Temporary Residence Permit. You can't obtain the Temporary Residence Permit outside of Mainland China. You have to hold a China visa to enter Mainland China.

If you register a business office in China, it is easy for you to get the temporary residence permit, if you just go to China to start a business without a host company or registration office, it is hard to get the permit. You'd better find a visa agency in China to help you to get the permit for you.
