I can't give you an assuring answer, you can try to apply there. Generally speaking, temporary visitors should apply for in their home country. For the special case, the consular officer has the rights to make the final decision on whether issuing it or not, for example, you can't obtain one in U.S because you will visit other countries for more than 3 months before visit. A single entry tourist L is only valid for 3 months, if you get it in U.S., then visit other countries for more than 3 months, it will expire before entry.
The rule varies from country to country, you have to try your luck there.
