Complains on Transaction Made

We are Israeli Company in Nigeria (Spider Merchandise Coy) we are into building materials, we have been importing from a lot of companies in China. Recently we had a transaction with this company (Hangzhou Xingdi Import & Export Co. Ltd) Contact person Mr. Tom Chan, Tel No. +86-0571-83888771, +86-13968137203. Skype:tomwarm52818. We paid for all he asked but did not give us all the document required. He charged us for SONCAP, CCVO, CTN, but could not give us the soncap. If we call the phone he doesn't pick, the boss phone no. he gave us doesnt work. Please help us to reach him and let him refund our money paid for the SONCAP as he couldnt provide it. Thanks.
