Yes, Same day rush service is available at China consulate in San Francisco for an extra $30 (applications presented before 12:00pm may be picked up between 2:00pm-2:30pm on the same day). For tourist visa to China, the round trip air tickets to and from China is not mandatory, if you have it, you'd better provide it.
