About:Chinese Consulates in Japan

I'm Peruvian, reside in Japan, can I apply for China visa through China consulate in Nagoya?

My name is Helen (peru) Im resident in japan with peruvian passport holder, living close to nagoya city.
Next month I will take a tour to China for a week and I need a tourist visa, So, Can I apply directly to Nagoya consulate personally or apply by mail( post office) like you pack or takyubin or so...

You can apply directly via the Nagoya consulate personally, the application by mail is not accepted, if you can't come to the consulate in person, you can ask someone else to submit your application.
