No, Philippines cannot get any type of China visa in Hong Kong.0

Yes, you cannot get a China Z-visa in HK. But you may get a tourism visa if you have the followings:
Previous used China visa on a new or an old passport;
no cancelled china visas;
a confirmed return ticket or a ticket showing exit from China;
a confirmed hotel booking voucher.
P.S.
One cannot work in China with a tourism visa and a tourism visa cannot be changed to a work visa within China.0
