I have an active tourist visa in my passport from Korea. Can I still apply?

I'm in Korea now and have just sent my passport to a friend to apply for a rush visa in Chicago on my behalf. Now I am hearing that I must apply in person. Is that correct?

Is the active tourist visa in your passport for Korea, not China? China visa application can be submitted by someone else entrusted from Chinese consulate in Chicago unless the visa officers require an interview.
