Air Ticket from Chengdu to Lhasa

I am U.S. citizen in U.S, Can I book air ticket on-line from Chengdu to Lhasa now or I have to wait until I receive my permit? My travel agent will e-mail me a scanned copy of the permit and I will pick up the original when I arrive at Chengdu.

Well, you could book the air tickets online directly. But to issue the tickets to Lhasa for you, the copies of the Tibet Travel Permit is required.
