what is the best time to visit great wall of china which is not very cold? how far is great wall of china from the city proper of Beijing where budget hotels are located or accessible place to great wall of china?

Spring (May, June ) and Autumn (september and october) are the best time to visit the Great Wall of China.
There are many sections of Great Wall. Which section do you plan to visit? The most famous Badaling Great Wall is about 80 kilometers away from downtown Beijing. You can take a bus or train (around 1 hour) to get there.
If you'll visit Badaling, you can stay overnight at one of the farmer houses at the foot of Badaling Great Wall. Actually, you can return back to downtown Beijing the same day. Badaling is not that far from downtown Beijing.
