How to get taxi on the road, is there any special location or just wait on the road and stop ?

From hotel (Four Point Sheraton, Daning, 1928 Gong He Xin Rd.) or from anywhere on the road/public place how to stop and hire an empty taxi? How to know if the taxi is empty? Is there any specific parking loaction in any public place/ road for taxi?
