Visa for shanghai. I am going to be traveling on an Indian passport. How can I get a China tourist visa in Australia?

I am planning to go to shanghai for a quick holiday this month. I just want to know is it the same procedure for people with foreign passports here. I am going to be traveling on an Indian passport. Does it take 4-5 days to process a visa or will it take longer for foreign nationals. Also do I need to have my ticket before hand for the visa process.
