must have china visa before to get visa on arrival ?

Hi, I am Indonesian. I have plan visit to Shenzen from HK by MTR on 31 August (stay 1 night) and go to Macau on 1st Sept via Shekou Ferry Port with my family.  Can we get visa on arrival when entry to Shenzhen from Luo Hu ? We never have Chinna Visa before, so can we must apply from Jakarta for 2 days visit ? (I heard it's hard to get VOA if never have China Visa)

Yes, it is not easy to get VOA and you should get China visa to visit Shenzhen. You'd better apply for visa from Jakarta or perhaps apply for the visa in Hong Kong. In case of any troubles and if you have enough time to prepare the visa in your country, get it in advance.
