Baggage recheck on internation arrival T! connecting to domestic Air China Flight (T3) to Shanghai

I will arrive T1 via United Airlines (Oct 2011) and will need to make a connection to Shanghai with Air China in T3. Do I clear passport control and claim my baggage or is my baggage forwarded to Shanghai and I clear passport control in Shanghai?
