Hi, tourist visa to China in Iran is possible, but applicants are recommended to join a China tour agency and apply for a group visa to travel together. But if you want to arrange this for your passengers, you may collect their passports and application forms with photo first, providing your license if possible. Anyway, try to contact the Chinese embassy in advance or visit in person for this issue.
