I am already in China now (Beijing). Just wondering if I can apply for a double entry TOURIST visa (sorry, I made a mistake earlier) from some authority here in Beijing. I hold 2 passports, France and Malta.

You can not apply for a new business visa in China. But if your multiple entry business visa is going to expire soon, you can try to get it extended at PSB where you live now. The new visa is probably a single entry with 30 days duration. If in any case they don't accept your visa extension, or, may I know your nationality so that I will check if you can apply for a China visa in HK through the commissioner's office of China Foreign Ministry there.

To apply for a new tourist visa in China is easy, but for single entry with 30 days in most cases. If you need a double entry visa, you can write this request to the application form and better provide proof that you need enter China twice, such as air tickets or travel itinerary. If you are issued a single entry visa, you can apply again in HK with your France passport.
