Applying for Visa On Arrival at Haikou International Airport....can we apply there ?

Two of us intend to visit Hainan for 5 days as a tourist and would like to apply for visa on arrival at the airport. Are we permitted to apply for visa on arrival ? Please help as I am confused. I read at the Meilan Airport web only passengers to China in urgency can apply for Visa On Arrival with the following reasons.
!.Passengers who are temporarily invited to attend trade fair in China
2.Passengers who are involved to participate in bidding or officially sign trade contracts
3.Passengers who shall inspect export/import merchandise
4.Passengers who visit critical patient.
Thanking you in advance.

Passengers holding citizenship of the countries which have foreign relations or official trades with PRC can enjoy the facility of a Visa on Arrival (VOA) at Haikou International Airport. No-Visa policy with a validity of 15 days is available for travel group of 5 or more members who hold passports of Singapore. Anyway, I suggest you get a visa in advance in your country.
